2017 Rules & Regulations

Cricket Switzerland have published the 2017 Rules & Regulations for both senior domestic competitions.

 

The new rules & regulations for the Swiss Mr Pickwick Twenty20 competition & the Cricket Switzerland Premier league (CSPL) are available for download from the Cricket Switzerland website.

As preparation for members of the newly formed 2017 Umpiring Panel, indeed for captains and players alike, here is a summary of the major changes:

There are 4 major amendments to the 2017 Swiss Mr Pickwick Twenty20 competition rules and regulations:

 

1) Introduction of Power plays and fielding restrictions
•    Max 2 fielders behind leg for the entire game (no change)
•    Max 5 fielders on the leg-side for the entire game (no change)
•    For the first 6 overs max two fielders outside the inner circle
•    For the rest of the innings max 5 outside the inner circle

2) Allocation of extra 10 minutes per innings for teams to complete the allotted overs (1.30hrs).
•    Still 4 minutes allocated per innings but an extra ten minutes is now given to accommodate an innings.
•    This is in addition to any time added for lost ball, injury, etc..

3) Adaptation of penalty runs according to international standards in case of slow over rate
a) Team fielding first

The over in progress at the time the time allotted expires is allowed to complete and the game is stopped. They are then limited to this number of overs and a target score ((total runs / overs) * 20) is calculated plus penalty runs (6 runs for every over short).
b) Team fielding second

The over in progress at the time the time allotted expires is allowed to complete. Batting side will have their ((total / runs) * overs left over) plus an additional 6 runs per over.

4) Once the start time has been decided it can be changed up until 24 hours before the start of the game and the umpire should be informed. It cannot be changed anymore on the day of the game owing to weather.
Not up to the umpire, this is the responsibility of the league committee. However, you 'should' be informed.

And as a refresher:
•    One Scorer per team is required, or field with 10
•    Match report before toss (penalty deduction 1 point)
•    Team can start with 7 players
•    Toss 20 minutes before start is forfeited if not present
•    Ball must be DUKES Special Match - with logo (penalty 1 point)
•    No practice after toss (15 minute penalty for player infringement)
•    90 minutes per innings plus 10 minute break between innings (minimum)
•    Weather affected prior to start the game is reduced by 1 over reduction for game for every 8 minutes lost, but in the second innings one over reduction for every 4 minutes (and revise target score).
•    Minimum is a 5 over match
•    Match can be abandoned by neural umpire, both captains or grounds-man 
•    Ball bowled above shoulder after one for the over is a no-ball/wide ball
•    Second 'beamer' bowler is off; fourth bouncer bowler is off
•    Anything down leg is wide
•    Read up on super-over (knockout stage only)

There are also 4 major amendments to the 2017 CSPL rules and regulations:

 

1) Introduction of Power-Plays and fielding restrictions
•    Max 2 fielders behind leg for the entire game (no change)
•    Max 5 fielders on the leg-side for the entire game (no change)
•    For the first 8 overs max two fielders outside the inner circle
•    For the rest of the innings max 5 outside the inner circle

2) No more bonus points for Swiss born players
•    Not allocated by umpires, of no concern to us

3) Allocation of extra 10 minutes per innings for teams to finish their allotted overs (2.50hrs)
•    Still 4 minutes allocated per innings but an extra ten minutes is now given to accommodate an innings. This is in addition to any time added for lost ball, injury, etc..

4) Qualification criteria in case games in knock-out stage cannot be replayed
•    Previously it was decided based on the toss of the coin. As of this year it will be decided on the percentage of wins in the league phase followed by Net run rate.
•    Now Super-over applies

And as a refresher:

•    170 minutes per innings plus 10 minute between innings (minimum)
•    Weather affected still 1 over reduction for game for every 8 minutes lost, second innings reduction every 4 minutes (and revise target score).
•    Minimum 20 over match
•    Match can be abandoned by neural umpire, both captains or grounds-man 
•    Over shoulder after one for the over is a no-ball/wide ball
•    Second 'beamer' bowler is off; fourth bouncer bowler is off
•    Anything down leg is wide
•    Read up on super-over (from quarter-finals)
•    Penalty 6 runs per over does not apply to CSPL in case of slow over rate, i.e.:
a.    Team fielding first, the over in progress at the time the time allotted expires is allowed to complete and the game is stopped. They are then limited to this number of overs and a target score ((total runs / overs) * 20) is calculated.
b.    Team fielding second, the over in progress at the time the time allotted expires is allowed to complete. Batting side will have their ((total / runs) * overs left over).
